The department shall be equipped with such apparatus and other equipment as may be required from time to time to maintain its efficiency and provide adequate protection from fire. Acquisition of necessary equipment and facilities shall be made by the chief, and upon approval by the commission, purchased pursuant to the Public Purchases Act. All equipment of the department shall be safely and conveniently housed in such a place or places as may be designated by the commission. No person shall use any fire apparatus or equipment for any private purpose, nor shall any person wilfully take away or conceal any article used in any way by the department. No person shall enter any place where fire apparatus is housed or handle any apparatus or equipment belonging to the department unless accompanied by, or having special permission of an officer or authorized member of the department. No fire apparatus or equipment shall be hired out or permitted to leave the fire station except in response to a call for aid at a fire within the corporate limits of the city, or in response to a call for aid at a fire in an authorized fire protection service area or mutual aid under provisions of Section 2.44.090. All hose carts or carriages, hooks, ladders and all other fire machinery, apparatus, tools, buckets and property of any description whatsoever, in any way relating to or connected with the fire department of the city shall be under the control and charge of the fire chief. No person having charge of any hose, fire truck or other fire apparatus shall suffer the same to be applied to private use without the consent of the city commission and the fire chief and he shall be personally liable in addition thereto for any injuries thereby caused to such apparatus. Each member of the department driving a car shall be issued suitable insignia to be attached to the car. The driver of an authorized emergency vehicle shall operate such vehicle pursuant to the New Mexico Uniform Traffic Ordinance. It is lawful for any fireman acting under the direction of the chief or another officer in command to enter upon the premises adjacent to or in the vicinity of any building or other property that is on fire, for the purpose of extinguishing such fire, and no person shall hinder, resist or obstruct any fireman in the discharge of his duty as provided in this chapter. The fire chief or such officer as may be in command at any fire scene may prescribe limits within which no person shall be admitted to the area. Such officer in command at any designated location of imminent danger or potential disaster may prescribe limits to the area or areas within which no unauthorized personnel shall be admitted.
