All persons who maintain storage facilities, storage containers or keep gasoline or motor fuel in quantities in excess of fifty-six gallons shall acquire from the city clerk a permit authorizing such storage facilities as provided in this code and at the time of the passage of this chapter such persons shall have sixty days in which to comply with the provisions of this section.
