This title is for the purpose of establishing and carrying into effect the several powers, duties and privileges conferred upon the city by an act of the State Legislature known as Sections 3-21-1 through 3-21-25 of the New Mexico Statutes, 1978 Annotated, as amended. These regulations and restrictions have been made in accordance with a comprehensive plan and are designed to lessen congestion in the streets; to promote health and the general welfare; to secure safety from fire, panic and other dangers; to provide adequate light and air; to prevent the overcrowding of land; to avoid undue concentration of population; to facilitate the adequate provisions of transportation, water, sewage, schools, parks and other public requirements. These regulations and restrictions have been made after reasonable consideration, among other things, of the character of the district and its peculiar suitability for particular uses, and with a view of conserving the value of buildings and encouraging the most appropriate use of land throughout this municipality. In interpreting and applying the provisions of this title, they shall be held to be the minimum requirements for the promotion of the public safety, health, convenience, comfort, morals, prosperity and general welfare. It is not intended by this title to interfere with, or abrogate or annul any ordinance, rules, regulations or permits previously adopted or issued, and not in conflict with any of the provisions of this title, or which shall be adopted or issued pursuant to law relating to the use of buildings or premises and likewise not in conflict with this title; nor is it intended by this title to interfere with or abrogate or annul any easements, covenants or other agreements between parties except that if this title imposes a greater restriction, this title shall control.
