121.31 EXPEDITED DISPOSITION OF CEREMONIAL RESOLUTIONS.
   All ceremonial resolutions shall be grouped together on Council's printed agenda under the heading “Ceremonial Resolutions.” The resolutions so identified will not be read aloud by the Clerk and no vote will be taken on any individual ceremonial resolution. All ceremonial resolutions shall be passed by one majority vote of the Council.
   The Clerk shall announce when ceremonial resolutions are up for consideration. At that time, any Council member may comment upon any of the ceremonial resolutions on the agenda. At the conclusion of any discussion, one roll call will be taken on the passage of all of the ceremonial resolutions.
   Any Council member may request part or all of an individual resolution to be read without a separate vote. Council, by majority vote, may require an individual vote on any resolution.
   “Ceremonial Resolutions” shall include, but not be limited to, resolutions of congratulations, appreciation, condemnation, condolences and opinion. Resolutions of a substantive matter, including, but not limited to, resolutions authorizing grant applications or as required by these Codified Ordinances, shall be considered with ordinances during a separate part of the agenda.
