121.11 PUBLICATION OF LEGISLATION.
   (a)   Ordinances and resolutions of a general nature, other than those authorizing bonds or notes, shall be punished in a newspaper to be selected by the Mayor, when such publication is requested by the Director of Law.
   (b)   All ordinances and resolutions pertaining to the making of public improvements and the levying of special assessments to pay the cost thereof and all notices in special assessment proceedings shall be published in a newspaper to be selected by the Mayor.
   (c)   Whenever, in the opinion of the Director of Law, it is necessary to publish a resolution, ordinance or legal notice in a newspaper of general circulation within the City, as defined in Ohio R.C. 7.12, the Mayor is hereby authorized and empowered to select such newspaper and cause such publication to be made as provided by general laws of the State.
