(a) No person shall distribute handbills within the confines of Council Chambers or within fifty feet of the entrance to Council Chambers one hour prior to or during Council meetings.
(b) As used in this section, “handbill” shall mean and include any printed or written matter, any sample or device, circular, leaflet, pamphlet, newspaper, magazine, paper booklet or any other printed or otherwise reproduced original or copies of any matter or literature distributed for commercial or noncommercial use.
