121.04 SPECIAL MEETINGS.
   The Mayor or any three members of Council may call a special meeting upon at least twelve hours written notice to each member, served personally or left at his or her usual place of residence. Such notice shall state the subject or subjects to be considered at the meeting and no other subject shall be there considered.

121.05 QUORUM.
   A majority of all the members elected shall constitute a quorum to do business, but a lesser number may adjourn from day to day and compel the attendance of absent members in such manner and under such penalties as are prescribed by ordinance.

121.06 INTRODUCTION OF LEGISLATION.
   Legislation shall be prepared by the Law Department under the direction of the Director of Law. No legislation shall be on the agenda of a regular meeting unless its preparation is requested by end of business day (4:00 p.m.) on the Monday before a regular meeting. In the event the Monday deadline is scheduled on a legal holiday, as defined by the Ohio Revised Code or by one other ordinance enacted by City Council the legislation submittal deadline will be the next succeeding day at noon. Legislation concerned with a true and present emergency existing in the City may be requested subsequent to that time by a majority of members elected to Council or by the Mayor, but in no event shall legislation be acted upon at a regular meeting that has not been delivered to all members of Council at least twenty- four hours prior to the meeting unless this rule is waived by a vote of two-thirds of the members of Council.

121.07 ORDER OF BUSINESS.
   The order of business at meetings of Council shall be as follows:
   (a)   Pledge of Allegiance to the flag.
   (b)   Roll call of members by the Clerk.
   (c)   Disposal of the journal of the preceding minutes.
   (d)   Reports and communications from Mayor and administration.
   (e)   Communications, petitions, memorials and certifications.
   (f)   Reports and summary documentation of all committees.
   (g)   Committee of the Whole for legislative matters only.
   (h)   Legislation.
   (i)   Committee of the Whole.
   (j)   Council members’ Comments.
   (k)   Miscellaneous business.
   (l)   Adjournment.
   The President of Council shall at any time by majority of vote of all members elected thereto permit a member to introduce any business out of the regular order.

121.08 STYLE OF LEGISLATION.
   The style of ordinances and resolutions shall be: “Be it ordained (or resolved) by the Council of the City of Euclid, State of Ohio.”
