(a) There is hereby established a stipend payable to members of the Board of Health for attendance at Board meetings, in the amount of twenty-five dollars ($25.00) per member per Board meeting, not to exceed eighteen Board meetings in any year.
(b) The expenditure established in subsection (a) hereof shall be paid from and charged against the General Fund, Health Department, Operating and Maintenance Account.
