There is hereby created and established a Treasury Investment Board consisting of the Mayor, City Finance Director, Administrative Finance Counsel, and Administrative Legal Counsel. If the same person holds the positions of City Finance Director and Administrative Finance Counsel, such person shall be entitled to only one vote.
