The Mayor is hereby authorized, as the contractual officer of the City, to review, approve and order modifications and changes to contracts for public improvements awarded under competitive bidding, provided that the net total increase of all change orders on any one contract for public improvements does not exceed ten percent of the original contract, or one hundred thousand dollars ($100,000), whichever is less, or five hundred thousand dollars ($500,000) for the State Route 57 Rehabilitation Project only, limited however, to change orders for roadway infrastructure for said project as determined by the City Engineer. No change order shall be ordered that would change the general purpose of the work being done, without specific Council approval.
