§ 160.01 INCORPORATION.
    That the preambles to the ordinance codified herein be, and the same hereby are incorporated herein by this reference as if set out in full at this place.

§ 160.02 RULES OF CONSTRUCTION; DEFINITIONS.
    The language of this chapter shall be interpreted in accordance with the following rules of construction:
   (A)   The singular number includes the plural number, and the plural number includes the singular;
   (B)   The word SHALL is mandatory; the word MAY is permissive;
   (C)   The masculine gender includes the feminine and neuter;
   (D)   The term RESIDENTIAL as used herein shall mean any single-family dwelling, two- family dwelling, or multiple-family dwelling, including condominiums and town homes; and
   (E)   The term COST as used herein shall mean the actual amount charged to the village by an external inspection provider, plan reviewer, or other professional.

§ 160.03 PERMIT REQUIREMENT.
   (A)   (1)   A written permit shall be obtained from the Building Enforcement Officer for those particular required uses described in the current Village Building Code Ordinance and Zoning Ordinances (and as amended), including but not limited to the following uses:
         (a)   To establish any new use of property;
         (b)   To excavate or build any foundation;
         (c)   To erect, construct, reconstruct, enlarge or move any building or structure from its originally permitted location;
         (d)   To change the use of any building, structure or land from one classification or purpose to another;
         (e)   For any non-conforming use that is expanded, moved, altered or changed as described in Chapter 162 which requires a permit therefore;
         (f)   Advertising signs and billboards;
         (g)   Fences; and
         (h)   Stone or masonry walls.
      (2)   Any work or change in use authorized by permit but not started or made within 180 days shall require a new permit. All permits shall be for a period of one year; all extensions of permit time shall be calculated at 25% of the original total permit fee and shall extend the life of the permit for a six-month period.
   (B)   Exceptions to permit requirement. A written permit shall not be required for those uses and purposes described as except in the current Village Building Code Ordinance and Zoning Ordinances (and as amended), including but not limited to the following:
      (1)   No permit shall be required for routine maintenance or repair of buildings, structures, or equipment, the aggregate cost of which is less than $500; and
      (2)   No permit shall be required for construction or alterations, the aggregate cost of which is less than $500.
   (C)   Application for permit. Applications for building permits shall be filed in written form with the Building Enforcement Officer, accompanied by PIN Number and address of the property, the name of the owner and applicant, and shall describe the uses to be established or extended, and shall give the estimated cost of the proposed building, structure or improvements, and such other information as required on the permit application for the enforcement of any applicable village ordinances. Each copy of the application shall be accompanied by a dimensional drawing of the building plot showing the location of all proposed buildings and structures, lot areas to be used, auto parking areas, water supply and sewage disposal facilities, and any other information required by any village ordinance.
