In addition to the other fees described herein, each applicant shall pay fees for inspections that are conducted by any inspector based upon the following inspection fee schedule set forth below.
(A) Single-family dwellings (new construction):

(E) Notwithstanding anything to the contrary in this chapter, every applicant hereunder shall be under an affirmative obligation, as a condition of permit issuance, to pay for any fees, fines or costs that exceed the set fees described in this chapter (which directly relate to said application), including all other fees hereunder. All such fees shall be paid directly to the village in advance, prior to the review and processing of the applicant's respective permit application.
