§ 6-2-1 COLLECTION OF GARBAGE.
   (A)   For the purpose of this chapter, "garbage" shall mean all putrescible wastes, including animal and vegetable matter and recognizable industrial by-products, but excluding sewage, human wastes, dirt and rocks.
   (B)   The city shall provide garbage collection service. Charges for the service shall be established by the Council. Administration rules and regulations may be promulgated by the Council as required.
   (C)   Commercial garbage shall be collected from retail and commercial establishments as scheduled by Council. Garbage and litter shall be placed in containers provided by the city, and limbs and leaves in neat stacks at pick-up points as established.
   (D)   Residential garbage shall be collected as scheduled by the Council. Garbage and litter shall be placed in containers provided by the city, and limbs and leaves in neat stacks at the pick-up point on the property nearest to the route of the garbage truck.
   (E)   All dumpsters shall be placed in rear yard areas, side yard areas or in alleys. No dumpster shall occupy space in a street right-of-way or in an area so as to be an eyesore or aesthetic blight to the area. Where practical, dumpsters shall be landscaped. The size of dumpster, number of pickups weekly and the location of receptacle shall be determined by the Service Director and confirmed by the City Manager. Should the customer disagree with these decisions, he may appeal directly to the Council which shall be the final arbiter in making these necessary determinations.
   (F)   The painting, repair and replacement of these boxes shall be the responsibility of the city. The cleaning of the box, when necessary, shall be the responsibility of the user.
