(A) No person, firm or corporation shall use mobile or bulk containers as a depository for brick, blocks, rocks, hot ashes, acids or any item destructive to the container from a weight or corrosive standpoint along with residue from residential or commercial construction. Every contractor, carpenter, or builder or the property owner, after completing or during the construction or alteration of a building, must remove all trash incident to such construction or alteration at his own expense.

(B) In the event such material is not properly removed the city reserves the right to remove all such material at a rate of twice the collection and disposal fees.
