(A) All commercial establishments within city limits (any establishment requiring a city business license to operate) and any place, office, establishment and any governmental agency or office, or place, which is located within a business zoned district, regardless whether the place, office or establishment is required to have a city business license to operate, shall obtain a front loading dumpster from the city for rental.
(B) All hospitals, clinics, nursing homes, elementary schools, junior and senior high schools, churches and profit or non-profit service organizations within the city limits are required to obtain and use a garbage dumpster as in conformance with (A) above, for each office, place or establishment located in the city.
(C) All apartment houses within the city limits are required to use a front loading garbage dumpster container for their garbage disposal and pick-up needs. The container must be large enough to serve its garbage disposal needs for a minimum pick-up once a week. An "apartment house" is hereby defined as any structure housing more than three (3) rental units and whereby all of the families involved are renters.
(D) All dumpsters must be placed at a location readily accessible to garbage trucks and must be located on concrete pads or other hard surface suitable for any cleaning maintenance. Such concrete pads and pick-up area shall be provided by the property owner.
