Note: Section 3 of Ordinance No. 2040-99, passed October 30, 2000, effective November 7, 2000, reads as follows: “That, pursuant to Charter Section 191, the salaries of any current officer or member of a board or commission shall not be increased during the term for which he or she was elected or appointed and those current officers or members shall continue to be paid at the rate established when they were elected or appointed.”

(a) All officers and employees of the City, except as may be otherwise provided in the Charter or ordinances of the City, shall be entitled to receive their respective wages every two (2) weeks, twenty-six (26) or twenty-seven (27) times per year, and the Director of Finance and the City Treasurer shall take all necessary steps toward this pay procedure.
(b) For the purpose of calculating the amount of pay to be received each two (2) week period, annual salaries shall be divided by two thousand and eighty (2,080) hours to establish the hourly rate. The regular two (2) week pay period shall then consist of eighty (80) hours times the hourly rate.
(c) Payments made pursuant to the method of computation set forth in division (b) of this section in years containing twenty-seven (27) pay periods shall not be deemed to be in excess of authorized annual compensation.

(a) Notwithstanding any other ordinances or resolutions of the City to the contrary, no person, in the classified or unclassified service of the City, whether elected or appointed, shall solicit, receive and/or deposit, in any City or other account for the use of the City, either directly or indirectly, any contribution of money from any person in the classified or unclassified service of the City, except the directors of the several departments where such contribution is for the use of the City, as a donation, gift or otherwise, without having first obtained the approval of Council.
(b) Any contributions of money collected or on deposit in violation of this section shall forthwith be returned to the persons entitled thereto.
(c) Whoever violates this section shall be fined not less than five hundred dollars ($500.00).

(a) Salaries and compensation of officers and employees of the City, except those required to be fixed by Council, shall be fixed by the appointing authority within the schedule of compensation established by Council pursuant to Charter Section 191, in accordance with ability, fitness, seniority and efficiency.
(b) On and after January 1, 1977, no change in the schedule of compensation so established shall be made except in the following manner:
(1) In case of classified positions an ordinance shall be introduced in Council subsequent to November 15 of any given year and passed not later than the effective date of the annual appropriation ordinance for the year following such November date, which ordinance, when so passed, shall be in effect for not less than one (1) year thereafter.
(c) No change in the rate of any person fixed in accordance with such schedule of compensation shall be made more often than once in any twelve (12) month period except as the result of the change of position of such person.
(d) Nothing contained in this section shall be deemed to operate as a prohibition against the subsequent passage of any legislation relating to the schedules of compensation pending in Council at the effective date of this section or introduced in Council prior to December 31, 1976.
