License and permit issuance shall be authorized and under the control of the Commissioner of Assessments and Licenses. In case of the refusal to issue a license or permit or the revocation or suspension of a license or permit by the Commissioner, the applicant, licensee or permittee may appeal from such order to the Board of Zoning Appeals established pursuant to Charter Section 76-6; provided that written appeal is filed with the Board Secretary within ten (10) days of the date the decision being appealed was made. The Board shall conduct a hearing and render a decision in accord with City ordinances and regulations governing its conduct and procedure.
