(a) Whenever any house or building shall have been numbered or renumbered, in accordance with the provisions of this chapter, such number shall not be changed or altered without the consent of the commissioner of transportation, responsible for maps and plats. Nothing in this section prevents an owner, manager or developer of a building from displaying on the building, in addition to the assigned number, a trade name, historic name or other device, to identify the building. Every owner, manager or developer who displays such an additional identifier on a building with four or more stories in height in the central business district, shall register the identifier with the commissioner of transportation within 90 days of the effective date of this ordinance or the initial display of the identifier, whichever is later. "Central Business District" as used in this section is that area delineated as such in Section 9-4-010 of this Code. Any person who violates this section shall be subject to a fine of not less than $200.00 and not more than $500.00 for each offense. Every day that a violation exists shall constitute a separate and distinct offense.
(b) The commissioner of transportation shall forward within ten days of receipt to the office of emergency management and communications all registrations made pursuant to section (a) of this ordinance.
