All lots or houses located on the north and south streets or on streets running in a northerly or southerly direction shall be numbered from Madison Street and a continuation of the line of Madison Street to the east as a base line, beginning with number 1 at the north line of Madison Street and increasing towards the north, and beginning with number 1 at the south line of Madison Street and increasing towards the south.
All lots or houses located on east and west streets or on streets running in an easterly or westerly direction shall be numbered from State Street, and a continuation of the line of State Street in a northerly direction, as a base line, beginning with number 1 at the east line of State Street and increasing towards the east, and beginning with number 1 at the west line of State Street and increasing towards the west.

All north and south streets or streets running in a northerly and southerly direction, or having been numbered on the north and south house-numbering basis, shall bear the prefix "N", or "S", according to their location with reference to said Madison Street.
All east and west streets or streets running in an easterly or westerly direction, or having been numbered on the east and west house-numbering basis, shall bear the prefix "E", or "W", according to their location with reference to said State Street.

There shall be assigned to each mile 800 numbers, or 100 numbers to each one-eighth of a mile on all streets. Such numbers shall be changed from any 100 to the succeeding 100 at the intersecting street nearest the said one-eighth of a mile line, excepting on all north and south streets between Madison Street on the north and Thirty-first Street on the south, in which territory there shall be assigned 1,200 numbers between Madison Street and Roosevelt Road, 1,000 numbers between Roosevelt Road and Twenty-second Street and 900 numbers between Twenty-second Street and Thirty-first Street. The even numbers on north and south streets, or streets running in a northerly or southerly direction, shall be on the west side of said streets. The even numbers on east and west streets, or streets running in an easterly or westerly direction, shall be on the north side of said streets.

The commissioner of transportation, responsible for maps and plats, shall assign or cause to be assigned the legal number at the entrance to any residence, place of business, institutional use or principal building that is located on any parcel of real property that has frontage on or access to a dedicated public street.

The commissioner of transportation, responsible for maps and plats, shall inform the owner, agent or person in possession of such premises as to the number thereof at any time upon demand and upon payment of the proper fee.

(a) Whenever any house or building shall have been numbered or renumbered, in accordance with the provisions of this chapter, such number shall not be changed or altered without the consent of the commissioner of transportation, responsible for maps and plats. Nothing in this section prevents an owner, manager or developer of a building from displaying on the building, in addition to the assigned number, a trade name, historic name or other device, to identify the building. Every owner, manager or developer who displays such an additional identifier on a building with four or more stories in height in the central business district, shall register the identifier with the commissioner of transportation within 90 days of the effective date of this ordinance or the initial display of the identifier, whichever is later. "Central Business District" as used in this section is that area delineated as such in Section 9-4-010 of this Code. Any person who violates this section shall be subject to a fine of not less than $200.00 and not more than $500.00 for each offense. Every day that a violation exists shall constitute a separate and distinct offense.
(b) The commissioner of transportation shall forward within ten days of receipt to the office of emergency management and communications all registrations made pursuant to section (a) of this ordinance.

In all cases where house or lot numbers have been assigned on any street in pursuance of this chapter, its shall be the duty of the commissioner of transportation, responsible for maps and plats, to adjust and reassign such numbers as the same may be required; and in all cases where there is a mistake or conflict in numbers said commissioner shall direct and make the proper adjustment of the same.
