9-124-210 Rush hour checking.
   The council committee on local transportation shall have the right to designate checking points at any place upon the line of any person or his agents, upon notice to him of the location of such checking points. Within five days after the delivery of the information designating the checking points, such person or agents may furnish to the council committee on local transportation a written statement, setting forth the time of the periods of the morning and evening rush hours, not to exceed two and one-half hours each for the checking points.
   The periods of the morning and evening rush hours, as provided for in this section, shall remain in full force and effect until receipt by the council committee on local transportation of a written statement changing the periods of the rush hours at said points.
   In case any person, or his agents, shall fail to file the rush hour periods at any checking point designated by the council committee on local transportation, as provided for in this section the council committee on local transportation shall establish morning and evening rush hour periods at the checking points designated in said notice.

9-124-220 Exceptions to schedule requirements.
   If said person or his agent is able to prove that it was physically impracticable for him or his agent to comply with the standard of car loading required, owing to unusual or extraordinary physical conditions not under his control, such as crashes, breaking wires, or blockades resulting in obstruction of right-of-way, or by reason of severe storms, or that the failure to comply with the said standard of car loading was due to unusual conditions, or to abnormal traffic conditions arising from such causes as conventions, open-air gatherings or other similar large assemblies, then such person or his agent shall not be held to be in default of the car-loading provisions of this chapter, but any such person or his agent shall not be permitted to claim immunity by reason of physical causes hereinbefore mentioned unless he or his agent is able to prove that any car passing a checking point has been delayed behind its schedule time for a period of ten minutes or more, and then only in the event that such delay or delays shall have occurred within a period of one hour prior to the beginning of the period at which the car loading was being checked at said checking point.

9-124-230 Service checks.
   Service checks of nonrush car loading may be made at any established checking point within the city by the council committee on local transportation.

9-124-240 Stops.
   Every motorman, driver, conductor or other person having charge of any street car in operation upon any street railroad in the city shall stop or cause such car to be stopped to receive or let off passengers who may desire to get on or off such car at such street as the city council has or shall hereafter designate by ordinance,* and at no other streets or points, except as hereinafter provided.

   At all points where a "positive" stop made under the provisions of Section 9-124-260 and a "service" stop made under the provisions of this section fall within close proximity one to the other, the stop required to be made under the provisions of this section shall be eliminated.
   Positive stops made under the provisions of Section 9-124-260 shall include, for public safety, all stops made at boulevard intersections.
   Street cars shall also stop, whenever desirable, at all stations of intersecting elevated railroads. At points where a "service" stop made at an elevated station, as herein provided and a "service" stop made under the provisions of the first paragraph of this section fall within close proximity to one another, the cars shall make the "station" stop only.
   No motorman, driver, conductor or other person having charge or control of a street car in operation upon any street railway in the city, in stopping such car at an intersecting street for the purpose of receiving or discharging passengers, shall stop or cause such car to be stopped at any other than the nearest crossing in the direction such car is going.
   All persons operating street cars within the limits of the city for the transportation of passengers shall construct and maintain at all points on unpaved streets where such cars stop to receive or discharge passengers, a proper landing of cinders or other suitable material so as to enable passengers to board or alight from such cars without discomfort or inconvenience.
   Rules regulating the running of cars and stopping for passengers shall be posted in a conspicuous place in each car, and shall be in letters of such size as to be easily read from any part of such car.

9-124-250 Signs at stopping points.
   All persons operating street cars within the limits of this city for the transportation of passengers shall maintain appropriate signs at or near all points where under the provisions of this chapter street cars stop to receive or discharge passengers.

9-124-260 Stops at railroads, crossings, bridges.
   Every conductor, motorman or other person having charge of any street car operating upon any street railroad in this city shall operate over a grade crossing with a steam railroad in the following manner:
   Where a steam railroad track is used for the operation of through passenger train or through freight train service, or both, the street car shall be brought to a full stop at a distance of at least 25 feet from the nearest rail, and the conductor shall then proceed on foot to the middle of the crossing or beyond. After carefully looking both ways along the railroad track to ascertain that it is safe to do so, he shall then signal the motorman to proceed over said crossing. Provided, however, that where an official flagman is stationed at such crossing, such flagman may act in place of the conductor.
   Where the steam railroad track is a spur track, siding, industrial loading track, or serves only for local switching purposes, the motorman shall stop the car at a distance of at least 25 feet from the nearest rail, shall observe carefully that it is safe to cross by looking in both directions along the tracks and shall then cross with due care and caution.
   Every such person having charge of any such street car shall also, when approaching any cross street occupied by street railway tracks which intersect with those on which such street car is being operated, bring such car to a full stop before arriving at and within ten feet of the nearest intersection line of such cross street.
   When approaching a swing, draw, bascule or other movable bridge, he shall bring said car to a full stop at a point not less than 50 feet from the roadway gate of said bridge, and shall then approach and proceed over the bridge with due care and caution.

9-124-270 Stopping before firehouse.
   No person operating street cars within the city, nor any person in charge of such car, whether operated for the conveyance of passengers, mail or other commodity or thing shall permit or allow any such car to stand in front of or permit any passenger to get on or off from any such car in front of any fire engine house within the city.

9-124-280 Penalty.
   Except where some other penalty is specifically provided, any person owning or operating street cars shall be fined not less than $25.00 nor more than $100.00 for violation of any provision of this part of this chapter dealing with street railroads, and any conductor, driver or collector of fares violating any of said provisions shall be fined not less than $5.00 nor more than $100.00 for each offense.
