Any person who violates any of the provisions of this chapter shall, when no other specific penalty is herein provided, be fined not less than $10.00 nor more than $200.00 for each offense. Each violation shall be considered a separate and distinct offense and shall be regarded as being committed on each day on which such person shall continue or permit any such violation.
