   PLANNING DIVISION. The Division of the Department of Community Development which shall advise the Commission concerning the General Plan and zoning and matters related to the office of the City Planner.

§ 9-4.225 PONDING OF LOCAL STORM WATER.
   PONDING OF LOCAL STORM WATER. Standing storm water in local depressions. As distinguished from sheet overflow, such water originates on or in the vicinity of the property and, due to the condition of the ground surface, is unable to reach a drainage channel or conduit.

§ 9-4.226 ENGINEERING DIVISION.
   ENGINEERING DIVISION. The Division of the Department of Community Development which shall advise the Commission concerning streets, engineering, subdivisions, minor subdivisions, and matters related to the office of the City Engineer.

   SHEET OVERFLOW. Water of minor depths, either quiescent or flowing at velocities less than those necessary to produce serious scour.

§ 9-4.228 SPECIFICATIONS.
   SPECIFICATIONS. Specifications for construction materials, methods of construction, tests, and acceptable construction standards, and conditions relating thereto, as may be approved by resolution of the Council. Such specifications shall be made a part of this chapter by reference thereto and in effect at the time of filing the final map for a subdivision.

§ 9-4.229 STREET.
   STREET. A way, excluding a path or alley, for vehicular traffic, whether designated as a street, highway, thoroughfare, parkway, road, freeway, expressway, avenue, boulevard, lane, place, court, circle, or way.

§ 9-4.230 STREET, ARTERIAL.
   ARTERIAL STREET. Any street or road passing adjacent to or through a subdivision which carries the major flow of traffic and for which the traffic entering from side roads and streets may be controlled.
