FLOOD CONTROL DISTRICT. The Contra Costa County Flood Control and Water Conservation District, serving in an advisory capacity to the Engineering Division and the Planning Commission relative to drainage and flood control problems.

FLOOD HAZARD. The possible occurrence of overflow storm waters causing the flooding of lands or improvements, or having sufficient velocity to transport or deposit debris, to scour the surface soil, or to dislodge or damage buildings, and shall also include the erosion of the banks of channels.

FREEWAY. As defined in Cal. Sts. and High. Code § 23.5, shall mean a highway which, because of its design and location with reference to the county highway system and state highway system, is or will be used primarily for fast, heavy, or dense traffic and for which right of access from abutting property or streets along the right-of-way boundaries will be prohibited or limited.
