§ 7-3-99 PENALTY.
   Any person violating any provision of this article shall be subject to the penalties provided in § 1-1-99 ROA 1994.

§ 7-4-1 INTERSTATE ROUTES SUBJECT OF FEDERAL AND STATE LAW.
   Wherever any U.S. Interstate Route, including No. I-25 and No. I-40, controlled access facilities, pass through the city or abuts upon the city limits, the said U.S. Interstate Route, shall only be subject to the Federal Highway Act, Title 23 U.S. Code, the Constitution and Statutes of the State of New Mexico, and the rules, regulations and requirements of the State Highway Commission.

§ 7-4-2 CITY NOT TO SIGN STATE RIGHT-OF-WAYS.
   The City Council does hereby agree not to authorize or permit by ordinance or in any other manner whatsoever, the installation of any signs, semaphores or signals upon the right-of-way; nor authorize or permit any construction or encroachment whatsoever within the right-of-way as shown on the Right of Way Map designated as New Mexico Projects No. I-040-3(8)169, and No. I-025-4(10)721, which are on file in the office of the Chief Highway Engineer, Santa Fe, New Mexico.

§ 7-4-3 CITY TO REGULATE SPEED OR TRAFFIC ONLY WITH STATE APPROVAL.
   The City Council shall not pass any ordinance or resolution regulating or attempting to regulate the speed of vehicles or the conduct of traffic on Interstate Routes; nor by any action attempt to authorize or permit the installation of any stop light, traffic light or any other traffic control device or markings of any nature whatsoever on the Interstate Route without the full knowledge and express written consent of the State Highway Commission endorsed thereon.
