The City Council does hereby prohibit any pedestrian, mounted person or vehicle from entering upon or traveling along or across said U.S. Interstate Routes, except at those points and places expressly designed and designated for such purposes and in the manner prescribed by law; and further does prohibit any person from permitting any livestock to wander or graze upon such highway right-of-way or drive any livestock along, across or upon such highway right-of-way at any time.
