The City Council shall not pass any ordinance or resolution regulating or attempting to regulate the speed of vehicles or the conduct of traffic on Interstate Routes; nor by any action attempt to authorize or permit the installation of any stop light, traffic light or any other traffic control device or markings of any nature whatsoever on the Interstate Route without the full knowledge and express written consent of the State Highway Commission endorsed thereon.
