The developer of any property contained within a new electrical system area shall pay to the city the cost of all materials necessary to complete the new electrical system. The cost of materials charged to the developer shall include the cost of materials used to connect the new electrical system to an existing portion of the electrical system of the city even though the connection may be outside the new electrical system area. The cost of construction of feeder lines from the power plant or other similar points shall not be charged to the developer.

(a) The city, its contractors, agents or employees shall supply all labor necessary to complete installation of materials in a new electrical system.
(b) The materials to be used in a new electrical system shall be procured by the city.
(c) The developer shall be responsible for payment of the city’s cost in providing the labor specified in division (a) above.
(d) The developer shall be responsible for payment of the procured materials specified in division (b) above at the same cost as is charged to the city by its wholesalers, including freight and applicable taxes.

In the event the new electrical system plan prepared and submitted by the developer and approved by the Superintendent requires installation of wire larger in size than is necessary to serve the new electrical system area, then the city shall pay the difference between the cost of the wire required to be installed and the cost of wire of the size necessary to serve the area, but the difference in cost may be charged by the city to subsequently developed new electrical system areas that are served by the wire.
