§ 15-207 BILLING: TEMPORARY SERVICE; DEFECTIVE METER.
   (a)   Where a meter has been found defective or has ceased to register, the amount of electrical current used shall be determined by adding the consumption for a like seasonable period of three months when the meter registered properly and dividing by three. When an electric meter is installed on other than the first day of a billing month at premises to which the city has been providing service but which service previously has not been metered, the amount of current used shall be determined by ascertaining the average daily consumption for the period during which the meter has been in operation and multiplying such average by the number of days in the billing month.
   (b)   If a customer’s first bill or final bill for electric service is for a period of less than one billing month, the charge for electric current used shall be determined either by dividing the minimum monthly service charge for such service by the number of days in the billing and multiplying the number of days in which service was rendered during the billing month, or by applying the schedule of rates applicable to such service to the first or final consumption reading as taken from the meter. Both methods of figuring the charge for current used in such cases shall be calculated with the largest amount representing the amount to be charged.

§ 15-208 CITY RESIDENTIAL SERVICE RATES.
   (a)   The city will charge the rates set out in the following schedule. This schedule of rates is available to all residential customers within the city limits, subject to rules and regulations of the city; and service under this schedule is limited to individual single-phase motors up to and including five horsepower, having 60 hertz alternating current and 115-230 volts.
 
RATES:
   First 800 KWH @ 8.50 cents each
   All over 800 KWH @ 9.50 cents each
   Customer charge of $23 for each monthly billing period
 
   (b)   Water heater rate. If a customer installs and uses, for all their water requirements in their residence, a solidly connected electric water heater, of not to exceed 5.5 KW demand, with an insulated tank of 30 or more gallons capacity, operating on 230 volts, and with thermostats so arranged as to allow only one element to operate at a time, and has so informed the city, the following rates apply:
 
RATES:
   All KWH @ 8.50 cents each
   Customer charge of $23 for each monthly billing period
 
   (c)   Total electric rate.
      (1)   Total electric rate shall apply if a consumer permanently installs and uses all electric equipment for space heating, preparation of meals and water heating in their residence, of not less than 2 KW capacity, and has so informed the city in writing:

   All KWH @ 8.50 cents each
   Customer charge of $23 for each monthly billing period
 
      (2)   The total electric rate shall apply only for monthly bills dated November through May.
   (d)   Right to inspection. The city shall have the right of inspection as to installed KW capacity and use of electric equipment.

§ 15-208-A RESIDENTIAL AND COMMERCIAL BEHIND THE METER SERVICE RATE.
   (a)   Generally. 
      (1)   The KWH step rate charges and customer charges corresponding to the various consumer service categories established under this article are applicable for electric service of a single character supplied at one point of delivery and used for commercial, small industrial, three-phase, and residential customers who install alternative renewable generation, behind the utility meter, for purposes of supplying a portion of their electric service and who are located within the city limits; service to be 60 hertz, single and three phase at available voltages. In addition to KWH step rate charges, a KW capacity charge shall apply to all metered, 30-minute demands. The capacity charge shall be calculated at $3.90 per measured KW demand, but not less than the highest demand established each year beginning July 1.
   (b)   Condition of service. Consumer has installed renewable generation behind the utility meter in accordance to the approved interconnection standards and has completed the behind the meter application in accordance to the renewable behind the meter policy. Motors having a rating in excess of five horsepower must be three-phase. Consumers having their homes on the same premises as their business establishment may include both the home and business on the same meter and be billed under this schedule, or if the consumer prefers, he or she may make provisions for two meters, in which case his or her home will be billed on the applicable residential schedule and his or her usage for other purposes will be billed under this schedule. If it is necessary to make three-phase extensions or to replace existing line to provide three-phase service, the minimum monthly bill will be determined in accordance with the line extension policy or as set forth in the rules and regulations. Three-phase service shall be metered separately from single-phase service. Single-phase service may be combined for metering purposes if the capacity exceeds 15 KW.

§ 15-209 PUBLIC AND PAROCHIAL SCHOOLS, CHURCHES AND PUBLIC BUILDING RATES.
   (a)   The city will charge the following rates for standard electric service to public and parochial schools, churches and public buildings.
   (b)   Character of service. 60 hertz alternating current, at the voltage and phase of the established distribution system most available at the location of the customer:

   All KWH @ 6.35 cents each
   Customer charge of $40 for each monthly billing period

§ 15-210 CITY COMMERCIAL SERVICE RATES.
   (a)   Generally.
      (1)   This schedule of rates is available for all electric service of a single character supplied at one point of delivery and used for commercial, small industrial, three-phase and other consumers for which no specific rate schedule is provided, and who are located within the city limits; service to be 60 hertz, single and three-phase at available voltages.
 
RATES:
   First 800 KWH @ 7.50 cents each
   All over 800 KWH @ 9.50 cents each
   Customer charge of $56 for each monthly billing period
 
      (2)   In addition to KWH step rate charges, a KW capacity charge shall apply to all metered, 30-minute demands. Capacity charge shall be calculated at $3.90 per measured KW demand in excess of 40 KW, but not less than the highest demand established each year beginning July 1.
   (b)   Condition of service. Motors having a rating in excess of five horsepower must be three-phase. § 15-211 CITY INDUSTRIAL SERVICE RATES.
   (a)   Generally.
      (1)   This rate schedule is available and applicable to consumers located within the city limits receiving electric service of a single character, supplied at one point of delivery and used for large industrial accounts with a connected load equal to or greater than 40 KW or 40 horsepower; service to be 60 hertz, single and three-phase at available voltages. Service to a customer at any one location may, at the option of the city, be measured by more than one meter.
 
RATES:
   First 20,000 KWH @ 7.00 cents each
   All over 20,000 KWH @ 5.50 cents each
   Customer charge of $225 for each monthly billing period
 
      (2)   In addition to KWH step rate charges, a KW capacity charge shall apply to all metered, 30-minute demands. Capacity charge shall be calculated at $3.90 per measured KW demand in excess of 30 KW, but not less than the highest demand established each year beginning July 1.
   (b)   Condition of service. Motors having a rating in excess of five horsepower must be three-phase. In the event it is necessary to make three-phase extensions or to replace existing lines to provide three-phase service, the minimum monthly bill will be determined in accordance with the line extension policy or as set forth in the rules and regulations. Three-phase service shall be metered separately from single-phase service. Single-phase service and three-phase service may be combined for metering purposes if the KW demand exceeds 15 KW.

§ 15-212 RURAL RESIDENTIAL SERVICE RATES.
   The city will charge for electricity sold for rural residential service from its generating and/or distribution system, the rates set out in the following schedule:
   (a)   Rural service schedule. This rate schedule is available to all rural residential and farm consumers which are outside the city limits. Service under this schedule is limited to individual single-phase motors up to and including five horsepower, having 60 hertz alternating current and 115-230 volts.
 
RATES:
   First 800 KWH @ 8.84 cents each
   All over 800 KWH @ 9.88 cents each
   Customer charge of $28 for each monthly billing period
 
   (b)   Rural water heater rate and rural all electric rate.
 
RATES:
   All KWH @ 8.84 cents each
   Customer charge of $28 for each monthly billing period

§ 15-213 RURAL COMMERCIAL RATES.
   The city will charge for electricity sold for rural service from its generating and/or distribution system, the rates set out in the following schedule.
   (a)   Rural commercial schedule.
      (1)   This rate schedule is available and applicable to consumers receiving electric service of a single character supplied at one point of delivery and used for commercial, small industrial, three-phase and other consumers for which no specific rate schedule is provided, and who are located outside the city limits; service to be 60 hertz, single and three-phase at available voltages. Service to a customer at any one location may, at the option of the city, be measured by more than one meter.
 
RATES:
   First 800 KWH @ 7.80 cents each
   All over 800 KWH @ 9.88 cents each
   Customer charge of $59 for each monthly billing period
 
      (2)   In addition to KWH step rate charges, a KW capacity charge shall apply to all metered, 30-minute demands. Capacity charge shall be calculated at $4.06 per measured KW demand in excess of 40 KW, but not less than the highest demand established each year beginning July 1.
   (b)   Condition of service. Motors having a rating in excess of five horsepower must be three-phase. Consumers having their homes on the same premises as their business establishment may include both the home and business on the same meter and be billed under this schedule, or if the consumer prefers, he or she may make provisions for two meters, in which case his or her home will be billed on the applicable residential schedule and his or her usage for other purposes will be billed under this schedule. § 15-214 RURAL INDUSTRIAL RATES.
   (a)   Generally.
      (1)   This rate schedule is available and applicable to consumers located outside the city limits receiving electricity service of a single character, supplied at one point of delivery and used for large industrial accounts with a connected load equal to or greater than 40 KW or 40 horsepower; service to be 60 hertz, single and three-phase at available voltages. Service to a customer at any one location may, at the option of the city, be measured by more than one meter.
 
RATES:
   All usage @ .0572 cents each
   Customer charge of $234 for each monthly billing period
 
      (2)   In addition to KWH step rate charges, a KW capacity charge shall apply to all metered, 30-minute demands. Capacity charge shall be calculated at $4.06 per measured KW demand in excess of 30 KW, but not less than the highest demand established during the period beginning July 1 of each calendar year.
   (b)   Condition of service. Motors having a rating in excess of five horsepower must be three-phase. In the event it is necessary to make three-phase extension or to replace existing lines to provide three-phase service, the minimum monthly bill will be determined in accordance with the line extension policy as set forth in the rules and regulations. Three-phase service shall be metered separately from single-phase service. Single-phase service and three-phase service may be combined for metering purposes if the KW demand exceeds 15 KW.
