(a) Generally.
(1) This schedule of rates is available for all electric service of a single character supplied at one point of delivery and used for commercial, small industrial, three-phase and other consumers for which no specific rate schedule is provided, and who are located within the city limits; service to be 60 hertz, single and three-phase at available voltages.

(2) In addition to KWH step rate charges, a KW capacity charge shall apply to all metered, 30-minute demands. Capacity charge shall be calculated at $3.90 per measured KW demand in excess of 40 KW, but not less than the highest demand established each year beginning July 1.
(b) Condition of service. Motors having a rating in excess of five horsepower must be three-phase. Consumers having their homes on the same premises as their business establishment may include both the home and business on the same meter and be billed under this schedule, or if the consumer prefers, he or she may make provisions for two meters, in which case his or her home will be billed on the applicable residential schedule and his or her usage for other purposes will be billed under this schedule. If it is necessary to make three-phase extensions or to rephase existing lines to provide three-phase service, the minimum monthly bill will be determined in accordance with the line extension policy or as set forth in the rules and regulations. Three-phase service shall be metered separately from single-phase service. Single-phase service may be combined for metering purposes if the capacity exceeds 15 KW.

Service to a customer at any one location may, at the option of the city, be measured by more than one meter.

The city will charge for electricity sold for rural residential service from its generating and/or distribution system, the rates set out in the following schedule:
(a) Rural service schedule. This rate schedule is available to all rural residential and farm consumers which are outside the city limits. Service under this schedule is limited to individual single-phase motors up to and including five horsepower, having 60 hertz alternating current and 115-230 volts.

In the event it is necessary to make three-phase extension or to replace existing lines to provide three-phase service, the minimum monthly bill will be determined in accordance with the line extension policy as set forth in the rules and regulations. Three-phase service shall be metered separately from single-phase service. Single-phase service and three-phase service may be combined for metering purposes if the KW demand exceeds 15 KW.

(a) All rates hereby established are based on a total fuel and purchased power cost of $0.032 per net KWH generated and/or purchased from another electrical utility, including all delivery and transmission cost associated with delivering resources to the city. Whenever the actual average total cost per KWH of power purchased or generated over the previous 12 months multiplied by the system loss factor differs from the base cost of $0.032 the rates established shall be increased/decreased by $0.00001 per KWH for each $0.00001 of such difference from the base cost.
(b) This adjustment shall be made each month. The system loss factor is hereby established as 10% to account for distribution losses and energy furnished free by the municipal electric utility to the city. Energy costs shall be determined from the cost of natural gas, diesel oil, lubricating oil and all components of purchased power contracts. Application of the energy cost adjustment shall be at the option of the city. Amounts added to or deducted from bills under the above adjustment shall not be reduced by any other adjustment or discount, nor shall such amounts reduce the minimum bill.
