The membership of the Mayor's Environmental Advisory Board shall be appointed by the Mayor subject to the confirmation by majority vote of Council. The Board shall be represented equally by members of environmental groups, business interests and local government. The members of this Board are to be appointed for two-year terms commencing July 1, 1990.

The Mayor's Environmental Advisory Board is charged with recommending a comprehensive community environmental policy as well as but not limited to the following:
(a) Promoting the sharing of information between the business community, environmental groups, local government and the community as a whole on matters affecting the environment of the Toledo community.
(b) Promoting a public awareness of the positive environmental efforts and achievements of local businesses, residents and government.
(c) Soliciting suggestions, reviewing and commenting on governmental, business and community practices and initiatives which affect the environment.
(d) Making recommendations for local regulatory policies and implementation plans with respect to environmental matters.

The Mayor's Environmental Advisory Board is hereby authorized to accept donations and gifts for the express purpose of defraying the costs incurred in its operations and duties. Any donations and gifts so received are to be deposited with the Commissioner of Taxation and Treasury in a Mayor's Environmental Advisory Board Trust Fund, 90/0100/5608/T11204. Disbursement shall be made from such Trust Fund by the Director of Finance upon presentation of proper vouchers from the Mayor's Environmental Advisory Board and approved by the Clerk of Council.

The Mayor's Environmental Advisory Board may, in order to recognize local businesses that have demonstrated a sensitivity to environmental issues, implement a program of awards, to be referred to as "The Mayor's Green Awards". The Board may charge an application fee not to exceed two hundred fifty dollars ($250.00) to process applications for such awards. Such fees shall be deposited into the trust account established in Section 148.04.
