If a license fee as prescribed by Section 1719.05 is not received by the Commissioner of Treasury on or before the date it is due, a penalty of twenty-five percent (25%) of any fee shall be imposed and paid. Except as provided in this section, no food establishment operation shall be maintained and conducted in this City without such license.
