REGULATION 1-58
TOLEDO DISTRICT BOARD OF HEALTH
DECLARING VENEREAL DISEASES TO BE CONTAGIOUS, INFECTIOUS, COMMUNICABLE AND DANGEROUS TO THE PUBLIC HEALTH AND AUTHORIZING COMMISSIONER OF HEALTH TO MAKE OR CAUSE TO BE MADE SUCH EXAMINATIONS OF PERSONS REASONABLY SUSPECTED OF HAVING A VENEREAL DISEASE.
   WHEREAS, Regulation No. 18 of the Ohio State Sanitary Code declares syphilis, gonorrhea and chancroids to be venereal diseases and to be contagious, infectious, communicable and dangerous to the public health, and
   WHEREAS, Regulation No. 23 of the Ohio State Sanitary Code empowers and directs Commissioners of Health of each city to make or cause to be made such examinations of persons reasonably suspected of having a venereal disease, and
   WHEREAS, Regulation No. 23 of the Ohio State, Sanitary Code declares all known prostitutes and persons associating with them shall be considered as reasonably suspected of having a venereal disease, and
   WHEREAS, Regulation No. 23 of the Ohio State Sanitary Code directs Boards of Health and Commissioners of Health to cooperate with the proper officials whose duty it is to enforce laws against prostitution and shall otherwise use every proper means for the repression of prostitution, and
   WHEREAS, prostitution is deemed to be a prolific source of venereal disease, now therefore,
   Be it ordained by the Toledo District Board of Health of the City of Toledo, Ohio:
   SECTION 1. The Commissioner of Health of the City of Toledo, Ohio shall be authorized to designate certain police officers on duty with the Moral Squad of the City of Toledo, Ohio for the period these officers are assigned such duties as his deputies and assistants.
   SECTION 2. Police officers so designated by the Commissioner of Health as his deputies and assistants shall be empowered to place a "HOLD FOR HEALTH" on all persons suspected of having a venereal disease and/or charged with the offense of prostitution.
   SECTION 3. All persons under a "hold for health" shall be held for a period not more than ten (10) days unless an examination discloses the need for further holding.

   SECTION 4. This regulation is hereby declared to be an emergency and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this regulation is necessary for the preservation of public health.
