Sec. 9-219 Reports of Changed Conditions.
   Each user must notify the Superintendent of any significant changes to the user’s operations or system which might alter the nature, quality, or volume of its wastewater at least 30 days before the change.
   a.   The Superintendent may require the user to submit such information as may be deemed necessary to evaluate the changed condition, including the submission of a wastewater discharge permit application under § 9-201.
   b.   The Superintendent may issue an individual wastewater discharge permit under § 9-207 or modify an existing wastewater discharge permit under § 9-209 in response to changed conditions or anticipated changed conditions.
   c.   No user shall implement the planned changed condition(s) until and unless the Superintendent has responded to the user’s notice.
   d.   For purposes of this requirement, flow increases of 10% or greater, and the discharge of any previously unreported pollutants, shall be deemed significant.
   e.   For purposes of this requirement, solid concentration (or strength) increases of ten 10% or greater shall be deemed significant.
