a. All business licenses shall be valid for a two (2) year period, commencing on January 1st of any given year, except as provided for partial time periods of a year in Section 4-34 as amended from time to time. All business licenses shall terminate on the last day of the second calendar year, after issuance and validity, except as provided in Section 4-34.
b. The Town Clerk-Treasurer shall mail to all business licensees within the Town a notice and statement of expiration and renewal three (3) weeks prior to the expiration of the license at the end of a calendar year. A failure to mail such notice and statement or failure of a business licensee to receive such notice shall not excuse the business licensee from a failure to obtain a new license or renewal thereof, nor shall it be a defense in an action for operation without a license.
