(a) Effective April 1, 1988, the Municipality shall pay a portion of the employee contribution to the Public Employees Retirement System for all full time employees of the Municipality who are members of the Public Employees Retirement System in the amount of three percent (3%).
(b) Effective April 1, 1988, the Municipality shall pay the employee contribution to the Police and Fire Pension Fund of the State of Ohio, for all full time employees who are members of the Police and Fire Pension Fund in the amount of three percent (3%).
(c) The Municipality hereby specifies that the three percent (3%) contribution being paid by the employer will be in lieu of three percent (3%) of the employee's contribution.
(d) Employees of the Municipality will not be given the option of choosing to receive the three percent (3%) contribution directly but the Municipality will directly pay these contributions to the Public Employees Retirement System.
(e) The Finance Director be and is hereby authorized to draw her warrants upon receipt of vouchers duly approved by the Administrator.

(a) Council hereby adopts the Independent Plan Coordinators of Ohio (IPC) Model Deferred Compensation Plan and its attendant investment options as the Village of Minerva Deferred Compensation Plan for the voluntary participation of all eligible Village employees and elected officials and agrees to be bound by all terms and conditions set forth in such Plan.
(b) The Village Administrator is hereby authorized to execute for the Village an adoption agreement with IPC of Ohio and individual participation agreements and contracts as are necessary to implement the Plan. It is understood that, other than the incidental expenses of collecting and disbursing employee deferrals and other minor administrative matters, there is to be no cost to the Village.

(c) Editor’s Note: Pursuant to Resolution 28-99, passed August 10, 1999, Council amended and restarted the Deferred Compensation Plan in the form of the Plan and Trust provided by the Administrator and attached to said Resolution.
(a) Council, in order to meet and be in compliance with Federal Highway Administration regulations, hereby adopts Administrative Policy 1-96 “Village of Minerva Drug and Alcohol Policy for CDL Required Drivers.”
(b) It is the intent of this policy to meet all Federal Highway Administrative requirements with regard to testing for use of alcohol and drugs for all employees of the Village who are required to maintain a commercial drivers license (CDL) and to further maintain a drug and alcohol free work environment.

(a) The Village of Minerva Employee Handbook written by Zashin and Rich of Columbus, Ohio is hereby approvd, a copy of which is available at the Village Administration Building.
(b) Modification or amendment of the Employee Handbook must be approved by Ordinance of the Council of the Village of Minerva.
(c) The Village Administrator, or his designee, is directed to deliver a copy of the Employee Handbook to each employee of the Village of Minerva, and to obtain from each a signed acknowledgment of receipt of the Employee Handbook.
