157.08 SICK LEAVE.
   (a)   Each full time employee of the Village shall be entitled to one and one-quarter days of sick leave for each month worked, or fifteen days per year.
 
   (b)   Unused sick leave shall be cumulative up to 270 days (2,160 hours) and shall be earned only during those months in which an employee works at least 100 hours, including vacation time.
 
   (c)   An employee who retires from the Village, subject to the provisions of the rules and regulations governing the Public Employees Retirement System, shall be permitted to convert one- third of his or her unused sick days into cash upon retirement.
 
   (d)   Additionally, an employee may convert one-third of his or her sick leave days earned above 270 days (2,160 hours) to cash, annually, payable at the end of the calendar year, after which the employee’s sick time earned coverts back to the 270-day maximum.
 
   (e)   An employee who currently has earned sick leave above the 270-day maximum as of the date of passage of this section shall receive a cash buyout at the rate of one-third of his or her current sick leave balance over and above the 270-day maximum accumulation.
 
   (f)   The accumulated sick leave, up to the maximum specified in this section, of a full-time employee who dies while employed by the Village and who has been continuously employed as a full-time employee of the Village for at least five years prior to his or her death, shall be paid to the beneficiary named by the employee in the Village’s life insurance policy.
 
   (g)   An employee who would exhaust his or her sick leave balance due to catastrophic illness will be permitted to apply for extended disability leave, subject to approval by Council, on a case by case basis.
 
   (h)   Sick leave is only to be used when one is sick or injured. It may also be used for personal medical or dental appointments. An employee reporting off sick for more than two consecutive days will be required to present a doctor’s letter of confirmation on the third day to his or her immediate supervisor. Sick leave abuse will not be tolerated, and may result in disciplinary action. (Ord. 33-92. Passed 10-13-92.)
 
   (i)   The Village Administrator may establish a Paid Sick Leave Donation Program under which an employee paid directly by warrant of the Village of Minerva may donate some of that employee’s accrued but unused paid leave to another employee paid directly by warrant of the Village but who has no accrued paid leave and who has a critical need for leave because of circumstances such as a serious sickness, illness disease or injury not covered by worker’s compensation or wage continuation plan. A policy shall be established by the Village Administrator to administer the Paid Sick Leave Donation Program, which shall comply with the Codified Ordinances. The policy shall include, but not be limited to, provisions that identify the circumstances under which leave may be donated and that specify the amount and value of leave that may be donated.    (j)   The Village Administrator is hereby authorized to buy-back accumulated compensatory time of Village employees in an amount not to exceed twenty-five thousand dollars ($25,000) in any calendar year without the prior approval of Council in anticipation of future retirement budgetary needs.
