Any owner, agent, supplier in charge of construction, builder, contractor or architect designing or drawing plans for, or having charge of plumbing work, or who shall permit to be constructed or installed any plumbing in violation of this chapter, shall be punishable by a fine as provided in section 1-4B-1 of this code, and each day a violation occurs or is permitted to occur shall constitute a separate violation.
