10-6-1: ADOPTION OF CODE; AMENDMENTS:
There is hereby adopted as the fire code of the village, the international fire code, 2021 edition, being a compilation of the rules and regulations prepared by the International Code Council to establish minimum requirements consistent with nationally recognized code practices for providing a reasonable level of life safety and property protection from the hazards of fire, explosion, or dangerous conditions in new or existing buildings, structures and premises and to provide safety to firefighters and emergency responders during emergency operations. One copy of the fire code is on file in the office of the village clerk, and said fire code is hereby incorporated into this chapter as if fully set out at length herein. From the effective date hereof, as provided herein, the provisions of the fire code shall be controlling within the boundaries of the village with the following exception:
   Section 307.2 of the international fire code, 2021edition, "Open Burning", is hereby amended to provide that no permit need be obtained from the fire code official for the open burning of dry grass, leaves and trimmings from bushes, brush and trees.

10-6-2: DEFINITIONS:
When used in the fire code as adopted by the village the following words and terms shall have the following meanings:
 
DEPARTMENT OF FIRE PREVENTION:
The fire department of the Blackhawk fire protection district, Rock Island County, Illinois, under the jurisdiction of the building official of the village of Milan, Illinois, department of zoning and building inspection.
FIRE CODE OFFICIAL:
The chief of the Blackhawk fire protection district under the jurisdiction of the building official of the village of Milan, Illinois, department of zoning and building inspection. (Ord. 1570, 9-17-2012; amd. Ord. 1776, 11-6-2023)
 
10-6-3: ADMINISTRATION AND ENFORCEMENT OF CODE:
   A.   The fire code shall be enforced by the Blackhawk fire protection district, which shall be operated under the supervision of the building official of the village of Milan, Illinois, department of zoning and building inspection.
   B.   The chief in charge of the Blackhawk fire protection district shall be appointed by the officials of the Blackhawk fire protection district.
   C.   The chief of Blackhawk fire protection district may detail such members of the fire department as inspectors as shall from time to time be necessary.
   D.   A report of the Blackhawk fire protection district shall be made annually and transmitted to the village president. It shall contain all proceedings under this chapter, with such statistics as the chief of the Blackhawk fire protection district may wish to include therein. The chief of the Blackhawk fire protection district shall also recommend any amendments to the code adopted in this chapter which, in his judgment, shall be desirable. (Ord. 1570, 9-17-2012; amd.
