10-5-10: YARD HYDRANTS, SPRINKLING PLUGS AND SILL COCKS:

Yard hydrants, sprinkling plugs and sill cocks will not be allowed on water service connections except when connected in such a manner that the water consumed through such yard hydrant, sprinkling plug or sill cock shall first pass through the water meter on such service.
