147.01 MEMBERSHIP; TERM; ORGANIZATION; POWERS.
   (a)    Membership; Term.
(1)    The committee shall consist of sixteen members, each appointed by the Mayor.
(2)    The term of fifteen of the members shall be three years; except that of the initial membership of the committee, five members shall be appointed for a one-year term, five members shall be appointed for a two-year term and five members shall be appointed for a three-year term. These terms shall expire on December 31 of the year in which each is completed. An additional member shall be appointed from the senior class at Medina Senior High School each year; and the term of this member shall be from October 1 to September 30 each year.
(3)    The membership shall be representative of all community interests and areas including economic, labor, civic, church, education, health, welfare, minority groups and public information.
   (b)    Organization; Journal; Quorum. The committee shall choose its own officers, make its own rules and regulations, and keep a journal of its proceedings. A majority of members shall constitute a quorum for the transaction of business.
   (c)    Recommendatory Powers. The committee shall have the power to study, investigate, plan, advise, report and recommend to Council any action, program, plan or legislation which the committee shall find or determine to be necessary or advisable for the orderly growth, development and improvement of the City.
