At the same meeting, Council shall appoint five individuals by a majority vote. Those five members shall consist of one representative from each of the four wards and one at-large member. Within two weeks of their appointment, a majority of those appointed will meet and select five more Commission members. The Chairman shall be selected by the Commission from its members by majority vote.
