§ 115.28 FARES.
   The following fares shall be charged for the carrying of passengers by the taxicabs of the city.
   (A)   All taxicabs carrying passengers for hire in the city shall use meters for the determination of fares.
   (B)   No person operating any taxicab licensed under this subchapter shall demand or charge any fare or compensation, pursuant to the use of those meters, other than as follows:
      (1)   $2 for the first one-sixth mile of transportation;
      (2)   $.10 for each additional one- sixth mile or portion of a mile of transportation;
      (3)   An additional fare shall be charged and collected at the rate of $.25 per each additional passenger, excepting children not of school age;
      (4)   An additional fare shall be charged and collected at the rate of $.15 for each one minute of waiting time;
      (5)   An additional fare shall be charged and collected at the rate of $.50 as a fuel adjustment charge for each full fare paying passenger per trip, excepting children not of school age.

§ 115.29 POSTING SCHEDULE OF FARES.
   Each taxicab shall have posted in a manner approved by the Chief of Police and in a conspicuous place in letters of legible size a schedule of the fares provided by § 115.28.

§ 115.30 PUBLIC CARRIER STANDS.
   The Chief of Police or the Traffic Sergeant shall establish stands for passengers of common carrier motor vehicles on the public streets in such places and in such number as he or she shall determine to be of the greatest benefit and convenience to the public. Every stand shall be designated by appropriate signs.

§ 115.31 ADEQUATE SERVICE AND FACILITIES REQUIRED.
   (A)   Any person authorized to operate taxicabs in the city shall keep the taxicabs clean, properly ventilated and heated, provided with comfortable seats, in good repair and painted and decorated so as to present an attractive appearance, both on the outside and inside of the taxicab.
   (B)   Any person authorized to operate taxicabs in the city shall furnish reasonably adequate service and facilities. No person authorized to operate taxicabs in the city shall refuse to respond to calls by patrons, unless the patron is immediately notified that the taxicabs are not available to render the service required by the patron. If a call is accepted to serve a patron and it is subsequently determined that taxicabs are not available to serve the patron, the person operating the taxicab shall immediately inform the patron that the service cannot be rendered in order to permit the patron to make other arrangements for transportation service.
   (C)   No person shall be granted a license unless he or she shall, during the time of operation of a taxicab in the city, maintain a waiting room with sufficient seating capacity to accommodate passengers and customers. The waiting room shall be maintained at all times in a clean and orderly manner and with sufficient heating capacity to properly heat that room.

§ 115.32 VEHICLES TO BE OWNED BY AND OPERATED IN NAME OF LICENSE HOLDER.
   No motor vehicle shall be operated as a taxicab in the city by any person unless the motor vehicle is owned by the holder of the permit under which it is operated. No motor vehicle shall be operated as a taxicab in the city under the name, style or designation or from the place of business of any person other than the owner of that motor vehicle.
