§ 115.21 COMPLIANCE REQUIRED.
   No person shall operate or cause to be operated any taxicab on any public street, highway or public place without first applying for and obtaining a license to do so from the City Controller, without first filing with the City Controller a bond, undertaking or contract of liability insurance in some responsible insurance company authorized to do business in the state in a form approved by the State Insurance Department and containing its approval and without first paying the fees prescribed and obtaining license plates all as provided in this subchapter. No taxicab shall be operated except at the fares provided in this subchapter. No license shall be granted except as provided in this subchapter.
