   121.05 PRESIDENT PRO TEM.
   In the absence of the President, the President pro tem shall discharge the duties of the President. In the absence of the President and President pro tem, the Clerk shall call Council to order and, if a quorum shall then be present, Council shall appoint one of their number President pro tem, for that meeting or until the appearance of the President or President pro tem. The President pro tem shall, while in the chair, have all the powers and discharge the duties of the President.

   121.06 QUORUM .
   A majority of all the members of Council shall constitute a quorum, and the vote of the majority of those present and constituting a quorum shall be sufficient to transact business in the absence of the other members, except in those cases where a different number is or may be required by the laws of the State of Ohio or by this chapter.

   121.07 APPOINTMENT OF STANDING COMMITTEES; POWER TO SUMMON AND EXAMINE WITNESSES.
   It shall be the duty of the President, unless Council shall otherwise order, to appoint all committees, and the first named member of any committee shall be the chairman of that committee. It shall be the duty of the President at the meeting next succeeding his election, in each year, to appoint standing committees for the ensuing year, to consist of three members each, on the following named subjects: finance and taxation; streets and transportation; water, sewers and sanitation; public lands and buildings; employee relations; fire and police; planning, zoning, annexation and housing. Special committees, when directed to examine charges against any officer or employee of the City, shall have power through the Chief of Police, or other officer, to summon and compel the attendance of witnesses and examine the same under oath.

   121.08 REFERENCE TO COMMITTEES; TAKING MATTER OUT OF HANDS OF COMMITTEES.
   Any matter or subject brought up in Council shall be referred to the proper committee, unless otherwise directed by majority vote. Any subject or matter referred to any committee may be taken out of the hands of the committee by a majority vote and may be recommended after discussion or debate, if Council so desires, by majority vote.

   121.081 ASSIGNMENT OF NONSPECIFIC STANDING COMMITTEE MATTERS.
   The President of Council is hereby authorized and directed to distribute and assign all legislative subject matter not pertaining to a specific standing committee to any committee of his choice or to a special committee to be named by him. The President of Council shall assign nonspecific standing committee matters to the committee of his choice or to a special committee with the intention being to distribute such miscellaneous subject matter to all committees thereby distributing the work load and expediting legislative action of the nonspecific matter.
