121.30 PERSONS OTHER THAN MEMBERS ADDRESSING COUNCIL.
   Persons other that members of Council desiring to speak before Council upon any subject may do so upon being recognized by the President of Council and only when Council is in the fourth order of business as set forth in Section 121.24 or any member of Council, with permission of the President, may call upon any person in attendance to respond to a request for information during any order of business. Such person shall distinctly state his name and the subject to be discussed. The President of Council may limit the time of any such person so desiring to address Council.
