No member shall speak more than twice on the same motion without leave, and no member shall speak more than once on the same motion until every member desiring to speak on that motion shall have had an opportunity to do so. When a member wishes to speak, he shall address the President. While he is speaking, no member shall pass before the speaker or otherwise interrupt him, except to call him to order.
