121.03 MEETINGS TO BE PUBLIC; PUBLIC RECORDS.

All meetings of Council shall be open to the public at all times, except as provided by Ohio R.C. 121.22. The journal of the preceding session, being a matter of public record, shall be made available to any interested party in the office of Clerk of Council during normal working hours.
