121.12 MOTIONS; WHEN IN POSSESSION OF COUNCIL; STATING; WITHDRAWAL.
   When a motion is made and seconded, it shall be deemed to be in the possession of Council, and shall be clearly and distinctly stated by the President when requested by any member before any debate thereon shall be in order. Every such motion, and all amendments thereto, may be withdrawn by the mover at any time before division, unless a majority of the members then present provide otherwise.
