121.31 AMENDMENT OR SUSPENSION OF RULES.
   The rules or any bylaws for the government of Council may be altered or amended by new rules adopted at any regular meeting of Council by the following method: An ordinance to alter, amend or make new rules or bylaws shall be introduced by a Rules Committee.
   It shall be in order to amend an ordinance, presented for the purpose provided for in this section, but only one amendment to an amendment shall be allowed. The rules or any of them may be temporarily suspended at any meeting of Council by a concurrent vote of two-thirds of all the members elected, and the vote on such suspension shall be taken by yeas and nays and entered on the Journal. The question of such suspension of the rules shall be debatable.
