All ordinances and resolutions providing for the improvement or repair of any street, park, public grounds, bridges, sewer, culverts, watercourses, public wharves or landings shall receive the approval of, and be recommended by, the proper committee, upon or at the foot of such ordinance or resolution. Any such ordinance or resolution presented without such recommendation shall be referred to the proper committee without debate to be returned at the pleasure of Council. (Ord. 59(78-79).
